1. Background

This consultancy is a part of the project “Tackling Modern Slavery in Viet Nam: An interagency programme for behavior change, access to justice and reintegration support” funded by the United Kingdom’s Home Office.

This project will tackle modern slavery in Viet Nam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Viet Nam, and United Kingdom Official Development Assistance requirements.

On the basis of IOM research, the project will target five key target provinces: Nghe An (Yen Thanh; Dien Chau districts); Hai Phong city (Hai Phong city; Thuy Nguyen district); Quang Binh: (Dong Hoi city; Bo Trach districts); Ha Tinh (Can Loc; Nghi Xuan districts); and Quang Ninh (Ha Long city).

The project will contribute to preventing and protecting vulnerable Vietnamese populations from becoming victims of modern slavery and human trafficking in general and to the UK. The specific outcomes of the project include:

• Impact Area 1: Preventing vulnerable populations from becoming victims by reducing vulnerability to modern slavery through changing behaviors and attitudes and promoting alternative livelihoods opportunities for specific vulnerable groups at risks of trafficking.
• Impact Area 2: Strengthening the judicial responses to human trafficking by enhancing access to justice for VoTs/PVoTs by strengthening effectiveness in prosecution and implementation of amended trafficking legislation.
• Impact Area 3: Supporting the rehabilitation and reintegration of victims through the identification, protection, support and successful reintegration of VoTs/PVoTs within the target provinces

In order to accomplish Impact Area 1, a Behavior Change Communication (BCC) and Community Outreach Strategy will be developed to guide the development and inform key safe migration messaging and a mass media campaign including outline social media content, national TV programmes and community events in the target locations to be organized in provincial and district levels, targeting vulnerable groups at risks of trafficking. In order to inform the BCC strategy, messaging and campaign, IOM is looking for a consultant to conduct a Knowledge, Attitudes and Practices (KAP) survey to directly with potential migrants, return migrants and families of migrants. Data and results of the survey will also serve as a baseline assessment to later measure the effectiveness of BCC activities.

2. Nature of the Consultancy

The Consultant will be responsible for conducting a survey to assess the Knowledge, Attitudes and Practices (KAP) directly of individuals who are planning or have migrated overseas from the five target provinces(*). The KAP survey should capture knowledge of legal requirements to migrate and the risks and consequences of irregular migration, including alternatives, attitudes toward safe/unsafe migration, use of smugglers opposed to legal recruitment agencies, and practice of individuals to make informed decision about migration in regards to migration and related decision making. The survey will serve to inform safe migration messaging as well as a baseline for IOM to evaluating the changes and impact in knowledge, attitude and practice as a result of exposure to behaviour change communications (BCC) and mass media campaign events and content.

3. Objective: to design and conduct a KAP survey and analyse data to inform and guide a BCC and Community Outreach Strategy and the development of key safe migration messaging for a mass media campaign.

Specific objectives:

• Gather a broad range of information on belief systems and values relating to international migration for employment, irregular migration, risks involved, as well as on how beliefs and values influence their decision making about legal or irregular migration options, and alternative employment opportunities within Viet Nam.
• Determine factors which influence the habits and opinions of individuals and their families to decide to migrate to the UK using smuggling or irregular means.
• Identify why risks are taken, or why aspects of “safe” migration behaviour promoted by development programming, specifically counter-trafficking programs may not be adopted entirely.
• Explore the target population’s habits concerning the use of different media, including social media, and preference for one over another.

4. Tasks to be performed under this contract

In consultation with IOM project team, the Consultant will be responsible for design the KAP methodology and protocols, including the design and administration of the survey tool and analysis data collected in coordination with the IOM project team.  The consultant will be responsible for analysing the data and compiling the key findings and recommendations in a KAP survey summary report. 

Key activities include:

• Develop KAP survey methodology and methods (eg. data collection, sampling and data analysis) and KAP survey and protocols, including consent forms.
• Discuss with the IOM team and with the provincial project partners the contents and the methods of the survey and propose a plan on how to conduct the survey
• Train and coach enumerators on the survey tool and interview protocols, including consent forms for data collection.
• Manage and supervise teams of enumerators to conduct data collection and perform quality checks of the data entered (interview estimate 540 people across 9 districts of 5 target provinces)
• Analyze the data and compile the key findings and recommendations in a first draft KAP survey report with graphs and other visual representations of the findings. 
• Present the findings to project team, local partners for comments and integrate, if necessary, in the final KAP survey report.
• Submit the draft KAP report for initial comments and feedback from IOM team
• Update and revise the draft report based on the feedback
• Submit a final KAP survey report to IOM

5. Tangible outputs

• KAP survey methodology and plan: The Consultant is expected to submit a detailed plan of how the assessment will be carried out including the assessment protocol. The plan will outline the tools and detailed work plan for the entire exercise.
• KAP survey, data collection protocols and consent forms: A draft survey will be shared with IOM for technical review, inputs, and comments. The Consultant will incorporate IOM’s comments into the final version and field-test tools before carrying out the assessment.
• The Consultant will facilitate the training of the KAP survey team on the survey tools, protocols and consent forms.
  Reports:
  
  • A draft KAP report will be shared with IOM for review before the release of the final report.
  • Final KAP report: In addition to covering attitudes and beliefs surrounding irregular migration, human trafficking and modern slavery, the report should incorporate specific realistic and achievable recommendations, including the most appropriate behavior change communication strategies and messages that can be undertaken by the communities to address the issues highlighted.
  • All reports will be delivered in English.
• Handover notes and electronic versions of collected data to be shared with IOM. All data must be provided electronically, confidentially and all field data and intellectual property remains the property of IOM.

6. Time frame and payment schedule

The consultant shall be paid the consultancy fee upon completion of following deliverables:

The survey mission should start on 23 December 2019. The final deadline for the submission of the finalized KAP survey report is 07 Feb 2020. The mission will be planned in accordance with the project team (IOM and partners) and dependent on activities planned for the proposed timeframe.

7. Required competency and experience

• Master’s degree or higher in social sciences, statistic or other related subjects
• Broad experience in survey fieldwork and producing study reports, as well as supervising and training enumerators in data collection, validation and entry
• Experience in transfer of knowledge, participatory approaches
• Knowledge of migration issues and behavior change communications regarding preventing human trafficking is an asset
• Good facilitation skills
• Having experience working with local people in target provinces will be an advantage

• Technical proposal including methodology with sample sizes, sample design, quality assurance, ethical consideration, outline of survey tools, training and pretesting, field work, data entry and processing, data analysis, report outline and work plan;
• Cost proposal with breakdown, including travel and accommodation costs if required.
