1. Background
This consultancy is a part of the project “Tackling Modern Slavery in Viet Nam: An interagency programme for behavior change, access to justice and reintegration support” funded by the United Kingdom’s Home Office.
This project will tackle modern slavery in Viet Nam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Viet Nam, and United Kingdom Official Development Assistance requirements.
On the basis of IOM research, the project will target five key target provinces: Nghe An (Yen Thanh; Dien Chau districts); Hai Phong city (Hai Phong city; Thuy Nguyen district); Quang Binh: (Dong Hoi city; Bo Trach districts); Ha Tinh (Can Loc; Nghi Xuan districts); and Quang Ninh (Ha Long city).
The project will contribute to preventing and protecting vulnerable Vietnamese populations from becoming victims of modern slavery and human trafficking in general and to the UK. The specific outcomes of the project include:
In order to accomplish Impact Area 1, a Behavior Change Communication (BCC) and Community Outreach Strategy will be developed to guide the development and inform key safe migration messaging and a mass media campaign including outline social media content, national TV programmes and community events in the target locations to be organized in provincial and district levels, targeting vulnerable groups at risks of trafficking. In order to inform the BCC strategy, messaging and campaign, IOM is looking for a consultant to conduct a Knowledge, Attitudes and Practices (KAP) survey to directly with potential migrants, return migrants and families of migrants. Data and results of the survey will also serve as a baseline assessment to later measure the effectiveness of BCC activities.
2. Nature of the Consultancy
The Consultant will be responsible for conducting a survey to assess the Knowledge, Attitudes and Practices (KAP) directly of individuals who are planning or have migrated overseas from the five target provinces(*). The KAP survey should capture knowledge of legal requirements to migrate and the risks and consequences of irregular migration, including alternatives, attitudes toward safe/unsafe migration, use of smugglers opposed to legal recruitment agencies, and practice of individuals to make informed decision about migration in regards to migration and related decision making. The survey will serve to inform safe migration messaging as well as a baseline for IOM to evaluating the changes and impact in knowledge, attitude and practice as a result of exposure to behaviour change communications (BCC) and mass media campaign events and content.
3. Objective: to design and conduct a KAP survey and analyse data to inform and guide a BCC and Community Outreach Strategy and the development of key safe migration messaging for a mass media campaign.

In consultation with IOM project team, the Consultant will be responsible for design the KAP methodology and protocols, including the design and administration of the survey tool and analysis data collected in coordination with the IOM project team. The consultant will be responsible for analysing the data and compiling the key findings and recommendations in a KAP survey summary report.

The survey mission should start on 23 December 2019. The final deadline for the submission of the finalized KAP survey report is 07 Feb 2020. The mission will be planned in accordance with the project team (IOM and partners) and dependent on activities planned for the proposed timeframe.
