1. Background

This consultancy is a part of the project “Tackling Modern Slavery from Viet Nam: An interagency programme for behaviour change, access to justice and reintegration support” funded by the United Kingdom’s Home Office.

This project will tackle modern slavery from Viet Nam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Vietnam, and United Kingdom Official Development Assistance requirements.

On the basis of IOM research, the project will target five key target provinces: Nghe An (Yen Thanh; Dien Chau districts); Hai Phong city (Hai Phong city; Thuy Nguyen district); Quang Binh: (Dong Hoi city; Bo Trach districts); Ha Tinh (Can Loc; Nghi Xuan districts); and Quang Ninh (Ha Long city).

Under the prevention component the project aims at preventing vulnerable populations from becoming victims by reducing vulnerability to modern slavery through changing behaviours and attitudes and promoting alternative employment opportunities for specific vulnerable groups at risks of trafficking.

The project targets vulnerable Vietnamese individuals (between 18 to 35 years of age) who plan to migrate overseas within identified communes experiencing high outward migration within the previously mentioned trageted provinces. 

In order to promote alternative employment opportunities, IOM is looking for an international consultant to undertake a labour market assessment and make recommendations based on an actionable analysis of the demand and supply within the local and national labour market in Viet Nam.

The analysis and recommendations will help to inform project interventions to support individuals at risk to access market-relevant training and secure employment as alternatives to irregular migration that put them more at risk to dangerous smuggling routes and forced labour exploitation.

2. Objectives

The main objective of the Labour Market assessment is to understand the nature of labor and skills demand and supply in Viet Nam’s economy, identify the key sectors that influence the type and quantity of employment opportunities, including specific occupations, demand for skills of major employers and industry leaders in a variety of sectors, and skill training and apprenticeship opportunities available or potentially created.

The assessment and recommendations will help to inform project interventions to support vulnerable Vietnamese individuals (between 18 to 35 years of age) to access market-relevant training and secure employment.

The labour market assessment aims to answer the following key questions:

1. Economic Context: Which sectors in Viet Nam in general and in five target provinces currently absorb labor and which are likely to see increases in employment in the future?
2. Demand for Skills: What are the skill sets required currently, and in the future, by type of firm, by sector in Viet Nam? What skills do employers look for? What skills are missing – and yet needed - on the labour market?
3. Supply of Skills: What occupations, education levels, and skills levels are possessed by the workforce, and what types of training are offered by which institutions in Viet Nam? Do job seekers find jobs that match their qualifications?
4. Systems and Stakeholders: What are the institutional relationships, barriers, and opportunities for supporting change?

3. Scope of work

In coordination with IOM and consortium partner, World Vision, the consultant will:

• Map the formal sectors labor market actors and institutions in Viet Nam in general and in five target provinces that currently absorb labor and which are likely to see increases potential for growth, profitability and employment in the future.
• Explore and categorise the skills employers are demanding and those that education and training institutions are providing, to inform skills development interventions and support to vulnerable individuals to skilled employment.
• Assess the occupations, education levels, and skills levels are possessed by the workforce in the targeted project areas.
• Examine the supply side of the market and uncover the opportunities and challenges that individuals have in getting market-relevant training and finding good jobs.
• Analyze income levels, education, work experience and skill levels both in the formal and informal labor market.
• Identify challenges and barriers that the vulnerable communities (disaggregated by age and gender) are facing to set and run their own business, generate income in the target areas with an attention to gender considerations
• Identify successful home-based business, income generating activities in the vulnerable communities;
• Explore and document institutional relationships, barriers, and opportunities for supporting vulnerable Vietnamese individuals to access market-relevant training and secure employment.
• Evaluate institutional capacity, quality and cost of possible implementing partners, including provincial vocational schools, private sector service providers and training centers that can provide training and job placement services.

4. Methodology

The labour market assessment will apply mixed methods. The tools and specific methodological approach will be discussed and agreed between IOM and the Consultant. Primary assessment methods will include, but not limited to, the following:

• Consultative meetings with key stakeholders
• Key informant interviews
• Documents, reports and literature review
• Data review and analysis
• Focus group discussions with migrants, job seekers and stakeholders
• Field visits to project areas
• Specific surveys

The final report should be analytical and user-friendly detailing key findings and providing clear and forward-looking recommendations. The report will be drafted in English with a length between 30 and 50 standard pages. The structure of the report will be agreed between IOM and the Consultant.

6. Duration and timing

The Consultant will work intermittently for 40 full working days intermittently from December 2019 to March 2019.

7. Qualifications

Education:

Academic background in Development Studies, Social Sciences, Economy, and relevant areas.

Functional Competencies:

• Strong research and excellent writing skills in English;
• Excellent organizational skills;
• Experience in producing corporate products;
• Experience in migrant rights and vulnerability, trafficking in persons, and voluntary return and reintegration and counter migrant smuggling,
• Understanding of the issue of Vietnamese potentials victims and victims of modern slavery in relation to the UK and from a country of origin perspective;
• Knowledge of IOM and UN terms, language and style;
• Demonstrated ability to meet deadlines and work under pressure.

Behavioural Competencies:

• Ability to be flexible and respond to changes to text/layout as part of the review and feedback process;
• Strong interpersonal skills, able to communicate and work with diverse people;
• Participate effectively in team-based, information-sharing environment, collaborating and cooperating with others;
• Focus on impact and results for the client.
