1. Background
This consultancy is a part of the project “Tackling Modern Slavery from Viet Nam: An interagency programme for behaviour change, access to justice and reintegration support” funded by the United Kingdom’s Home Office.
This project will tackle modern slavery from Viet Nam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Vietnam, and United Kingdom Official Development Assistance requirements.
On the basis of IOM research, the project will target five key target provinces: Nghe An (Yen Thanh; Dien Chau districts); Hai Phong city (Hai Phong city; Thuy Nguyen district); Quang Binh: (Dong Hoi city; Bo Trach districts); Ha Tinh (Can Loc; Nghi Xuan districts); and Quang Ninh (Ha Long city).
Under the prevention component the project aims at preventing vulnerable populations from becoming victims by reducing vulnerability to modern slavery through changing behaviours and attitudes and promoting alternative employment opportunities for specific vulnerable groups at risks of trafficking.
The project targets vulnerable Vietnamese individuals (between 18 to 35 years of age) who plan to migrate overseas within identified communes experiencing high outward migration within the previously mentioned trageted provinces.
In order to promote alternative employment opportunities, IOM is looking for an international consultant to undertake a labour market assessment and make recommendations based on an actionable analysis of the demand and supply within the local and national labour market in Viet Nam.
The analysis and recommendations will help to inform project interventions to support individuals at risk to access market-relevant training and secure employment as alternatives to irregular migration that put them more at risk to dangerous smuggling routes and forced labour exploitation.
2. Objectives
The main objective of the Labour Market assessment is to understand the nature of labor and skills demand and supply in Viet Nam’s economy, identify the key sectors that influence the type and quantity of employment opportunities, including specific occupations, demand for skills of major employers and industry leaders in a variety of sectors, and skill training and apprenticeship opportunities available or potentially created.
The assessment and recommendations will help to inform project interventions to support vulnerable Vietnamese individuals (between 18 to 35 years of age) to access market-relevant training and secure employment.

The labour market assessment will apply mixed methods. The tools and specific methodological approach will be discussed and agreed between IOM and the Consultant. Primary assessment methods will include, but not limited to, the following:
The final report should be analytical and user-friendly detailing key findings and providing clear and forward-looking recommendations. The report will be drafted in English with a length between 30 and 50 standard pages. The structure of the report will be agreed between IOM and the Consultant.
